REASONS FOR THE COMMISSION OF CORRUPTION CRIMES BY EMPLOYEES OF INTERNAL AFFAIRS BODIES AND THE CONDITIONS THAT ENABLED THEM

This article provides a comprehensive analysis of the primary causes and enabling conditions for the commission of corruption crimes by internal affairs officers. In particular, the socio-economic, legal, institutional, spiritual-moral, and organizational-managerial factors of corrupt behavior are revealed. The impact of issues related to the selection, placement, evaluation of service activities, legal awareness, and professional deformation of employees on corruption within the internal affairs system has been scientifically substantiated. Furthermore, the theoretical views of foreign and domestic scholars on the causes of corruption are analyzed, and the author’s approaches are presented based on them. The article highlights the motives of careerism, self-interest, conformity, and corporate motives that motivate internal affairs officers to commit corruption crimes. In preventing corruption, conclusions are drawn on the need to improve the material security of employees, increase the legal culture of the population, strengthen public control, and improve personnel policy and preventive mechanisms.
