DIGITALIZATION OF PUBLIC PROCUREMENTS AS A TOOL FOR REDUCING CORRUPTION RISKS

The article analyzes the digitalization of public procurement as a tool for reducing corruption risks and increasing transparency in the use of budget funds. It is noted that corruption vulnerabilities arise at all stages of the procurement cycle – from planning to contract execution – and are largely due to information asymmetry, complex procedures, and insufficient accountability. Based on a comparative legal and risk-oriented analysis, international anti-corruption standards and electronic procurement practices are summarized, and digitalization models are considered using the examples of the Republic of Korea, Canada, and Estonia. Key anti-corruption mechanisms of digital platforms are highlighted, including standardization of procedures, disclosure of data and documents, development of competition, formation of audit traces, application of risk analysis, and integration with state registers. The conclusion formulates practical recommendations for the development of the public procurement system in Uzbekistan, aimed at increasing transparency and control effectiveness and strengthening trust from businesses and society.
